Shipping Tax on Some Items, Not All

Hi there,

I'm working on a site for a client in Minnesota, where clothing is not taxable, and shipping is not taxable for items that aren't taxable. This client of mine sells apparel and some random tailgating stuff, so most of her orders are a mix of taxable/non-taxable goods.

I've got the products set as taxable/non-taxable properly, but I'm not sure how to handle shipping tax - it can only come from the taxable things, not the total order, and it seems like when I designate Shipping as taxable in the Shipping module, it's going to count all cart items without excluding the non-taxable apparel.

Has anybody else run into this? Is there a way to set this with the existing admin tools (I'm working with Zen Cart 1.3.7.1)?
