I'm pretty sure PayPal (as well as other payment processors) frowns on adding a fee for using their service.
You might be better off just building the fee into your pricing.

Which is the best way for obviating to problem?
I cannot bewitch money that I don't receive, but that they are paypal fees.
Hypothesis:
Payment with money order: Order 100 --> Total order 100
Payment CC paypal: Order 100 --> Total order 103.4
