States Dropdown not a Dropdown (exapmles included)

Hi all

Took me all night... but i think i have my shipping working correctly...

but while testing it... i noticed that my States (I have changed to Shipping Location) dropdown box doesnt display as a dropdown box until you get it to produce an error... see examples later...

Does anyone know why this is... and how do i go about correcting it...

I am trying to do all that i can to make it easy for my customers... so i dont get customers abandoning it as its to difficult...

What is your setting in Admin->Configuration->Customer Details->State-Always Display As Pulldown?
