Can't enter percentage in Mail Gift Certificate page

When you go to Gift Certificate/Coupons and choose Mail Gift Certificate, in the Amount block, no matter what way you enter a percentage, it converts it to a dollar amount.

I have tried 15% and 15 percent and after sending myself several test coupons, it always shows up as $15.

Does anyone know who I should point this bug out to?

When "mailing" a gift certificate, you are sending a dollar amount. You can't send a gift certificate with a percentage value. You'd need a coupon to do that.
If you want to email a coupon, use the Coupon Admin screen.
