tpl_index_default.php not showing in iexplorer

I have made some modifications through the override system to make the site appear the way I want it to. When I go to the home page Firefox currently shows the text defined in the Define Pages Editor and it has the one test item displayed under NEW FOR DECEMBER since the display new items is turned on for the index page. When I go to the home page in internet explorer the text and the header NEW FOR DECEMBER do not show just the item.

I added a blank div at the bottom of the file and it shows up in IE but I'm not sure why it is broken to start with. I traced the div's to make sure they all align and they looked fine. Anyone have any idea why this could occur besides it is Microsoft?
