creating anchor links in defined pages like shippinginfo.html

to see how I have this working now go to: http://www.nahidfashions.com/boutique/shippinginfo.html

I'm using the usual html href link such as

<a href="index.php?main_page=shippinginfo#Returns>Returns</a>
```The problem is when linking to this on the same page (see table of contents link links at the top of shipping info page), the whole page refreshes. This is not what I want. I want the link to jump to the anchor.
I also want to go to the top of this page from a link at the bottom.
thank for any help.
Re: creating anchor links in defined pages like shippinginfo.html
for starters, I tried
<a href="<?php echo zen_output_string_protected($_SERVER['REQUEST_URI']); ?>#top">^top^</a>
at the bottom of the define_shipping.php page. It doesn't work. The page does nothing when clicking the link.
