Shipping incorrectly calculating using weight not Shipping table

I have the perweightunit module turned off, but my shipping for a zone is still using the shipping weight for the cost. How do I get it to use the values in the shipping table?

Zone Rates zones can be setup for Price, Item or Weight ... which do you have it configured for?
