1.38a Austria State Drop Down Menu problem

Not sure if this a bug or something due to hosts, I have seen this on some other carts but then others seem ok:

In the Registration section, if the State Drop Down is enable and the country is Austria, Kärtnen is displayed with text encoding issue UTF-8?

also any field in the Austrian State selected does not carry into the final address.

In my db Kärtnen is (99, 14, 'KN', 'K√§rtnen'),
