Cannot Preview New Template in Admin Panel

I have created a new template set following the instructions on Wiki and have selected it in the Zencart admin panel. When I go to my site using IE7 the new template is there instead of the classic green template. However, I am unable to preview the new template in the admin panel (I get an HTML error code 403). Please advise if this is this normal or do I need to change something.

Did you make a screenshot image of the template, and save it as the new template's preview file? If not, there will be nothing to preview.
