Do you mean the "zone" field (which is a geographic rather than time-related field)? If so, have you tried adding a zone?
When do you get a 1064 error? What is the full error message?

I'm not sure of the correct name of the function but its for the time difference , its located in my store in my case was set at +10 hrs. I was trying to adjust this to 0 but made it a blank field instead.
I can log into my admin but as soon as I click on any functions I get the following message
"1064 You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near '), '2', 'alt_nav.php', '', '124.181.103.217')' at line 1
in:
[insert into zen_admin_activity_log (access_date, admin_id, page_accessed, page_parameters, ip_address) values (date_add(now(), INTERVAL HOUR), '2', 'alt_nav.php', '', '124.181.103.217')]
If you were entering information, press the BACK button in your browser and re-check the information you had entered to be sure you left no blank fields. "

There's no time zone field on that page in core Zen Cart.
Sounds like you have installed a mod that is dodgy, not installed properly, or incompatible with your version of Zen Cart.
Do you know what mod that might be? And what version of Zen Cart are you using?

I believe it was product 136 Time Zone Offset. It was added because the server was in the UK and our store is Aus. It worked without any problems but our store is now hosted in Aus and instead of entering 0 in time adjustment I left the field blank and have had the 1064 error since.

You'll have to remove the /admin/includes/functions/database.php file, and put back the original (you did make a backup before installing, right?) in order to login and "fix" the blank value to something more acceptable. Then you can try putting back the modified one.
Keep in mind that anytime you install an addon that's designed for a certain version of Zen Cart, you should be VERY careful if that addon alters or replaces any existing files in a different version of Zen Cart. Otherwise you can break functionality or lose important updates.
