How do i get VAT set up?

Hi all, I have been left on my own to run a website I used to jointly own. The other guy used to look after the site and now its up to me. Can someone tell me what I need to do to get VAT displayed on my invoices. I live in Ireland and the rate is 21.5%. Aploogies if this is a repeat question but I am absolutely lost here.
