Virtual + Physical Product Postage Issues

I am having problems with the postage calculating correctly when virtual + phsyical products are purchased together.

I have them set up as:

Product is virtual - YES
Always free shipping - No, normal shipping rules

However when purchased together with a physical product the postage always calculates as free.

Have I set them up incorrectly?

If your Virtual Product is a Download ... Mark that Product is Virtual No ...

Downloads already know that they have no shipping charge by virtue of the download on the attribute ...

If you also mark them as either Virtual or Always Free Shipping then they count twice on the shipping in a mixed cart and can cause issues on the shipping costs ...

What if your product is NOT a download and you are trying to combine virtual products in the cart with physical products in the cart, with the virtual products (like a free tele-class registration) having free shipping if purchased alone, and the other items that are physical products reqire a zone rate (15%) shipping, for which the zone rate was correctly set up at one point, but now doesn't show up at all when the free product is purchased. I've tried it a million different ways it seems, and none are working.

If you mark the Product as one of the following there is no shipping:

Product is Virtual Yes, Skip Shipping Address
NOTE: checkout_shipping is skipped when only product in the cart

Always Free Shipping: Yes, Always Free Shipping
NOTE: checkout_shipping is used when only product in the cart

Product Weight: 0
NOTE: checkout_shipping is used when only product in the cart
NOTE: 0 weight must be configured to mean Free Shipping

Product has a Download on the Attribute
NOTE: checkout_shipping is skipped when only product in the cart

Now the thing to avoid is combining these things incorrectly ...

If you have a Download on the Product you do NOT mark the Product as Virtual or Always Free Shipping or it will be counted TWICE for free shipping ...
