Taxes not calculating on shipping

I've got a store set up with two tax classes, one of which is GST on Shipping (Canada). It's not being added to totals in the shopping cart, though sales taxes are - can someone help point me to the code that calculates tax on shipping so I can hunt this down? Thanks.

I did a lot of searching - I think "Shipping and Payment modules" might be a bit too general to be helpful though.
