shipping method page not showing or showing error

When I try to submit a test order I sometimes am missing the shipping method page and go directly to the payment page and sometimes get the following message on what should be the shipping options page:
Not Available At This Time
Sorry, we are not shipping to your region at this time.
Please contact us for alternate arrangements.

Sometimes I am able to submit an order without a problem.

I'm using the same address for each test order. Different email address of course.

I'm on Bluehost. Perhaps something is wrong with the DB?
This seemed to start a few days ago.

I'm seeing the following errors in the site error logs:

The PDO errors were being generated by a php.ini file with multiple 'pdo' lines which have now been removed. Those errors have stopped but the site still continues to behave oddly, usually skipping the shipping options page.

One other strange thing that may be related. I'm still seeing the discount coupon entry section on the payment page although I've deleted all the coupons.

As I continue to test, what I'm seeing now is that the shipping page is skipped altogether and on the final logoff page is displaying "NOTE: Downloads are not available until payment has been confirmed"
This is new unexpected behavior since I'm not selling a virtual product.

That is usually a result of having your shipping modules restricted to only show up when the customer's shipping address falls inside the zone you've specified in the module's settings. At least, that's how the built-in shipping modules work.

I have the same problem. My shipping method page did not show when I try to test a purchase order. http://www.audreyny.com/index.php?main_page=checkout_shipping I click the continue button it allwas give me the same page. It looks like it is stopped on this page please help, thanks.
