What should I set for meta-tag "description"?

when setting up meta-tags for products, are there any particular rules I should follow for google/search engine optimisation?

Are the meta-tags hidden from view?

I dont understand what the meta-tag description is, What am I supposed to write in the section, seeing as i've put in my meta-tags above...

Example: CHILDCARE

Meta Tags: babies, nappies, baby toys

Description: ?Things to do with babies?
