Shipping Estimates using Zone Table Rate way high

OK. I have read many (not all) of the 5,000+ posts and can't find the answer that I know is there.

I am using ZC 1.3.8a and the Zone Table Rate shipping module.

I have the following info set in the installation:

Earlier the module would calculate shipping on 400 lbs at $1,200 in Zone 2.

Now I cannot get this module to show up as a shipping choice at checkout.

What am I missing?
