Odd Zones problem

On newly updated 1.3.8a, we have an odd problem with Zones shipping; Both Greece and Spain are in Zone 2; if the destination country is Greece, all works as it should.

If the destination country is Spain, then the message we get is "This is currently the only shipping method available to use on this order.", no shipping is displayed and checkout will not go beyond step1.

All details for Spain appear to be correct - any suggestions?

It looks as if something got skipped during the upgrade - no idea what, where, when or how, but a remove and re-install of the zones shipping module resolved the issue.
