How to test newsletters?

I have emails working on the site
When I try to send emails to individual customers they work but for some reason newsletters are not working
can I test newsletter for only select customers rather than sending them to everyone?

You can send to the logged-in administrator by choosing that option from the pulldown list.
You cannot choose individual customers on the newsletter page, but you can select from the list in the pulldown menu to send to various groups of customers.
