UPS/DHL shipping in Europe

Is it possible to setup UPS or DHL accounts/modules for shipments between European countries (for example from Germany to Italy), or is it only possible to ship FROM the U.S with a UPS/DHL account?

Any recommendations for supported shipping services/modules for shipping between/from European countries?
