Parse and query times very high

Ive been struggling with high parse and query times for quite a while now. They range from 5-12 seconds. I went through a number of threads and have already reduced image sizes, enabled gzip compression, optimized tables, upgraded phpmyadmin, turn off whatever features and attributes I dont need and nothing seems to help. There are only around 100 queries per page. I am using yahoo webhosting, phpmyadmin 2.11.9, mysql version 4.1.14 and zen cart version 1.3.7.1.

I just updated phpmyadmin and now I am seeing the error.
Your PHP MySQL library version 3.23.49 differs from your MySQL server version 4.1.14. This may cause unpredictable behavior

Yahoo hosting is good for somethings and really bad at others. I have moved a couple of Zen Carts off of Yahoo hosting just because of this problem, and in all cases the client said when they complained to Yahoo, the fix Yahoo presented was for the client to switch to using a Yahoo store........

I was trying to play with the slow query log, but I couldnt figure it out. I couldnt find the my.ini or whatever its called. I checked in the phpmyadmin folder and couldnt find it. I dont see a folder for mysql in the file manager.
