can you use html where the header_bg.gif goes?

I have designed a new header in fireworks, it has some url links within it, i want this as the header but when i save the gif down the links don't work so i think if i can replace the header_bg.gif as html or even php? i will get to how i want it to be, can this be done?

I've no idea how Fireworks works, but I think your best bet would be to create your header image as an image map, if you have links contained in it.
