Can edite shopping_cart.php from admin?

Hello,

I'm using chinese version of Zen-cart. Can edite shopping_cart.php from admin?
I tried to edite this file by notepad. But after editing in Chinese and FTP back, check-out page dispear and displaying unreadable codes. Please help and advise what encoding or whatever I need to follow?

Just Ftp over the original file on top of the altered on and restructure you changes again..

One more question related.

When checkout, always says "Sorry, we could not able to delivery to this address.."(something like this in Chinese).

How/where can fix this problem?
