Admin possibilities for no online shops

I'm searching for modules to links some shops to the website.

Here are my needs :

1. Create an order from the admin.
2. Modify an order (change price, the shop doesn't always have the same price than the website). The default price would be the website price but it could be changed during the order creation.

I found modules "Edit Orders" and "Super Orders" but i'm not sure about what they do. Is it possible to modify and create orders with this modules ?

How do you intend inter-linking your current HTML website (with its own "prices") to your ZC website?

When i say "shop" i'm talking about "brick and mortar" shops. Sorry if it wasn't clear.

So people from the "brick and mortar" shops will connect on the admin interface and create customers, orders etc.
