Tax not added if state is lower case? v1.3.0.2

Question regarding taxes.....

Shop is working great...

but if someone has a local (in state) address and places an order,
if the customer uses state code in Upper case
ie: GA
it calculates correctly,

but if the customer types in the state code in lower case
ie: ga

then the taxes are not calculated....

the localization is set up fine...it is just a text input issue...

Thoughts on this?

Cart version 1.3.0.2...
Yes it is old..I'm working on that... :)

That's more than 5 versions ago ... so, I'm sure it's been fixed in a newer version ... I can't recall that far back to know whether there was a real bug in that area or not though, but I haven't seen anyone else reporting that problem lately. Best way to find out is to install the newer version and test that specific feature directly. Then, assuming it works, upgrade.
