Help need to set up per zip code shipping module with 5 zip code areas flat fee

Version 1.3.8a, Just install a few table type shipping add ons, none worked or at least I didn't see that they would
Since I have tried all the modules available for shipping perhaps I am missing something in there setup.

Help need to set up per zip code shipping module with 5 zip code areas flat fee I see lots of zone tables. Tried to setup several but always the ones I have tried has per weight, per items, and per something else, but none of the criteria are zip code.

THis is what I want to do. I need 5 zip code areas with 5 different flat rate charges.

Any help most appreciated.

1 zone would be IN, MI, KY, OH, WV for $5.95
2 zone AL, AR, CO, CT, DE, FL, GA, IL, IA, KS, LA, ME, MA, MN, MS for $6.95

I assume I have to type zip codes in for each of those states and/or a zip code range, but in the modules I have not figured out where to do that and how to change the wt, per item and ? criteria to zip criteria
