Well, I have it working, but I'm not sure that it is functioning as expected.
Initially my UPS services were set to: 1DA, 2DA, 3DS, and GND
In the ups module I sent the the parameters passed to UPS to a file for both US and Canada:

Notice that the _upsProductCode for US is GNDRES and for Canada it is STD. The same is true for the quoted values returned from UPS:

When I saw that STD was being requested from UPS I checked the box in the ups module indicating that I wanted it as one of the services. Now "Canada Standard" appears as the only shipping option. Is this functioning the way one should expect? I would think I should still get the other shipping options for Canada. When STD is not enabled why is it requested from UPS and then not displayed as a shipping option? Do I have something configured incorrectly or is this the anticipated function? Is GND not allowed as a shipping option to Canada?
