Removing top menu?

I was unable to find the answer to this.

I'd like to remove the category links just under where it says "date, home, login, create account".

I'd also like to know how to add text that will show up on all pages. For example, if I wanted to add an announcement in that area where the category buttons are now showing, for example saying "Out of town for emergency, all orders will ship on 2/25/09".

Admin > Configuration > Layout Settings > Categories-tabs menu.
