Create Account Form Blank after Submit

I am getting the - Create Account Form Blank after Submit - error.
I read a number of posts on this.
I saw drBytes page about BLANK PAGE and tried the PHP enable_error_logging.php but no log file in the cache showed up while the cache was writable.
Just to be clear, the problem is not that the page is blank, but the form info that the customer added is gone after they click SUBMIT and the customer account is NOT created.
The customer does NOT get added to the where you can see them in the admin.

An attempt to write this more clearly:
If a new customer adds something like a futon cover to the cart and attempts to check out then they fill out the CREATE ACCOUNT form and click SUBMIT...

...The form then goes blank (the page is not blank) and the customer account is not created. If they try to log in they get a security error.

The shop owner using the admin panel does not see the shoppers new account created.

BACKGROUND: The cart worked fine last we knew and a customer brought this to our attention.

Not sure, how would I know that?
I do remember patching the database quite some time back.
The cart was installed on a server, then some time later updated then moved to a new server.
Was working as far as we could tell. No changes made on our side in quite some time.

That 7 minute limit to edit is lethal...
Paypal IPN is the last thing I remember changing.

Does the file write to something that I should check to see if that is writable?

Also, there are lots of threads dealing with this and similar problems (search for "security error"). Some require changes by your host to fix.
