Taxes not being added

I'm on ZC 1.3.8.

I am in California so basically everything I sell (except certain food goods) I need to charge tax. The problem is that it is adding taxes to people who live in California but it's not adding for anyone outside of California.

I have each state set up under a zone called United States and the United States zone is set to charge sales tax.

Where do I need to look to fix this? How should I have it set up?
