help: really high shipping!

I am using 1.3.8 and my website is: http://glamourdolleyes.com

Shipping is EXTREMELY high for anyone outside of the US for stuff even an ounce. I tried to add an eye shadow brush, changed my address to a Canadian address and the shipping was $19.00.

I have the International First Class enabled, why isn't it working?

With Tare set to 0:0 and shipping from Ohio to Canada I am getting:
