Terms of Use page

I've seen this somewhere... but no way to find it now...

I need my customer to see and agree to my terms somewhere in the check out process, preferably right before paying. He needs to see the terms of use, then click the agree button, WHICH THEN sends him to the payment page.

Possible? It must be something requested often.... hopefully,

admin -> configuration -> regulations -> Confirm Terms and Conditions During Checkout Procedure (set to true)
