Cannot isolate Illinois Sales tax

Hello:

I am having trouble isolating the sales tax only to customers living in Illinois. I have the following zones set up for shipping and taxes:

Canada and Mexico
Illinois (IL)
International
Out of State
United States

Only the Illinois (IL) zone is configured with taxes, the others are for shipping purposes only. Illinois is set to %10.25 tax rate. I have tried several options (ie. setting the 'Out of State', International and CA/MX for zero, while deleting the US zone) just to test. So far, when I test my site as an instate (Illinois) customer, I am not taxed.

If anyone has any suggestions, I would really appreciate it. Thanks in advance,

I realized my problem, but now am stuck with a huge problem:

when I was recreating zones, I had deleted the zone that all my products' tax was set to... now all of my products' tax information is swiped clear. Is there anyway to put all the products under one umbrella tax?
