Can not ship to your area???

Just wondering what is the proper shipping module and product settings if all your products are downloads? I currently use only Flat Rate (set to $0.00) with no zone restriction and in the products I have it to No, Skip Shipping Address and
No, Always Free Shipping but for some reason our customers are getting a "we do not ship to your area message". Do we have a wrong setting somewhere?

Downloads should never see the checkout_shipping page ...

Make sure that your Download Products are marked for:

Product is Virtual: **No, Shipping Address Required **

Always Free Shipping: No, Normal Shipping Rules

Downloads "know" there is no shipping based on the filename on the Attribute ...
