setting up zones problem

Hi, I have been looking for an answer on the forum for ages, just cant find it and I know it should be a simple thing to fix. a bit brain dead. lol
i am trying to set up zone shipping....I am in Australia, so have set up zone 1 as AU /and zone 2 AT,BE,GB,FR,DE,GL,IS,IE,IT,NO,NL,DK,PL,ES,SE,CH,FI,PT,IL,GR JP,NZ,SG,TW,CN,HK,US,CA
Have put in shipping tables for each. If I do a dummy sale from and australian address it seems to work fine. but just cant get the other zones to work. I feel this has something to do with the zone definitions as I dont know how to configure for the other countries. thanks
