How do I set a min order in shopping cart

I am using the latest version of ZenCart and I am wondering if there is a way I can configure my cart to where if the customer does not meet the minimal order pricing that they will be charged a certain amout.

Look in Modules >> Order Totals for "Low Order Fee"
