If no attribute sort order set, why not alphabetical in the admin?

I have a client that entered all attributes with no sort order, and wants them alphabetical. They are alphabetical in the store even without a sort order, but not in the admin - it seems to be random. Is there a way to force them to be alphabetical even if she didn't set a sort order? There's a LOT of em.
