Notifier not fired in certain cases

It's very weird but Im using NOTIFY_CHECKOUT_PROCESS_AFTER_ORDER_CREATE_ADD_PRODUCTS and the observer only works when I use check/money order payment method. For Paypal IPN it doesnt work at all.

Or perhaps it does kick in but $order and $_SESSION['cart'] not available in such cases?

Yes, I can confirm it doesnt fire at all, weird.

Okie, Im gonna answer my own question: IPN doesnt fire any observer. I guess I will have to consider other payment options.
