Text Advertisement in Different Languages?

Was wondering,..

I would like to have a "Sidebox" with a text advertisement / announcement, that can change languages if user chooses a different one, and that would show up pretty much everywhere.

I was thinking of using a banner box with an image,.. but It would be harder to maintain than text.

Any pointers?
