Do you know how to create a Web.Config Configuration File in godaddy window host?

because i don't know how to building it.and it always display Server Error in '/' Application.

Runtime Error

and it clew me to build a Web.Config Configuration File

so please help me to do it.let me know what will write in Web.Config Configuration File

I used to have several zen carts at goDaddy and never had to build that type of file.

What are you doing or attempting to do when you get the error.
