shipping module sort order ignored

My shipping modules are not being sorted on the checkout page in the order that I've specified in the Shipping Modules admin.
I'm using four flat rate modules that I've created. Everything works except the sort order.
I looked in the configuration table in the database and the sort order columns contain the correct values but the sort order seems to follow the configuration_value of the configuration_key "MODULE_SHIPPING_INSTALLED".

Any help is appreciated.

I cannot recreate your error ...

I have a dozen shipping modules installed and numbered them all in various orders and patterns ...

I recommend numbering the Sort Order by 10s ... 10, 20, 30 ... and not leave any set to 0, if one or more shipping module has a Sort Order, nor make duplicates Sort Orders ...
