Free Shipping minimum not updating on pages

I just changed the minimum amount of the total order to qualify for free shipping, but the Step 1 of 3 page still shows the previous amount. I changed $99 to $199. $99 still shows in the checkout process.

I have just added the latest version of the Quantity Discount mod also to my site.

I refreshed, logged in and out. Still no change. I am using the freeoptions not the freeshipper.

Can I get some suggestions on what to check?

I found it: Admin > Modules > Order Totals > Shipping
