Adding additional text to list of available shipping options when such displays

I would like to know which template must be changed in order to add a bit of text to the display of shipping methods and corresponding fees.

I simply need to add something like:
'For intl buyers outside of the flat rate freight areas, please send an e-mail for a quote to your area.'

I checked, and believe that the file I need to alter is called:

tpl_modules_shipping_estimator.php

I added the following text:

<?php echo 'International Buyers: Please send an e-mail for a shipping quote to your area.'; ?>

however, the new message does not display when the pop-up shipping estimator appears.

Any help would be greatly appreciated.
