State Missing From EVery Pull-Down Menu

I am running ZC v1.3.7, nothing remotely unusual has been added or customized. For some reason my HOME state (Wisconsin) is missing from every pull-down menu (user or Admin side) including when I try to select where my store is located.

I must have done something to remove it...but I cannot think of how or what.

Every other state is available.

Sorry is this is really obvious, your help is most appreciated.

Is it on the list of states in your Admin> Locations/Taxes> Zones?

Yes, that is correct. Wisconsin is not available (every other state is). I have no idea. Thanks!
