Tax display issue for certain zones

I've been looking at the problem on my site without luck for a couple of hours now...

When my account is set up with "Lancashire" as my zone then products appear with the UK VAT added. When I change my zone to "Lothian" or"London" then the products are displayed without the Tax added.

I'm confused - can anyone shed any light?
