How do I add the newsletter option??

I have a template that showed the newsletter subscription option always on the main page. However I can't seem to find this anywhere in the admin. I can create a new newsletter in the admin but I don't see an area to DISPLAY it on the homepage.. When I say display I mean show "sign up to our newsletter" on a side box of the homepage.

It isn't in Admin.
