Admin > Configuration > Regulations > Confirm Privacy Notice During Account Creation Procedure.

Adjust this as required.

The referenced site doesn't load for me; if you are after a registration product, you can use
Confirm Terms and Conditions During Checkout Procedure
in the same page.
