COD fee setting

I have tried to find the answer I need but not found.

I need to change the COD Fee (otcodfee).
Now is displayed 10 CZK, but I cannot find how to change it.

I am using only one fee for Czech country, nothing else.

There are lot of options. I am lost, which is for the right set up. I have tried to delete the setting, but I have still the same value 10, if I make an order with COD.

I deleted this entries and have still the value 10:
COD Fee for ITEM

COD Fee for Free-Options Shipping Module - (freeoptions)
CA:4.50,US:3.00,00:9.99

COD Fee for FLAT
AT:3.00,DE:3.58,00:9.99

COD Fee for Free Shipping Module - (freeshipper)

COD Fee for ZONES
CA:4.50,US:3.00,00:9.99

COD Fee for Austrian Post
AT:3.63,00:9.99

COD Fee for German Post
DE:3.58,00:9.99

The COD Fee ot_cod_fee is based on the Shipping Module ...

What Shipping Module(s) are you using?

I set up for COD Fee for TABLE the value 00:30 and now it works.
