Changing Up Returning Customer/New Customer Page

I am looking to cut down on how many clicks it takes for customers to process their orders. I am using the Website Payments Pro for processing. Is there a way that when the customer gets to the New / Returning customer that I can add the Form back in below the Paypal Express and Returning customers?
