Setting up shipping zones only in US

I feel like a total moron for not being able to figure this out, and despite searching through all the tutorials and forums still have not found a solution so am hoping you guys can help.

I want to set up zone shipping only within the US with each zone made up of only US states. So zone 1 would be 'OR', zone 2 'CA' 'WA' 'ID', and so on.

When I just went in and did this it didn't work and I realized it probably was because the zones are only for countries, not states.

How can I set up shipping zones for states?

(I'm using Zen Cart 1.3.8a)

You could get the add on for Zone Table and build each individual zone for each of the states and then when you install it you would have one table setting for each of your Zones that you defined ...

On all the other carts I've worked on this was incredibly straight forward, so was caught off guard when it didn't work like I was used to)

If you need to define your rates individually per state or groups of states by Zone, that should work ...
