Product prices not including tax

I've been on this for about 3 days now, and have read all the threads in the forums and am still not getting anywhere, I'm pulling my hair out!

I have the following set up in the my store section...

Display Prices with Tax true
Display Prices with Tax in Admin false
Basis of Product Tax Store
Basis of Shipping Tax Store

and have set my country and my zone to UK.

In locations/taxes I have setup a new one called Great Britain,

and then in locations/taxes / tax rates I have:

Tax Class Title: taxable goods
Zone:great britain
Tax Rate (%):15
Description:uk vat
Priority:0

I'm in the UK, and I'm only going to accept orders from within the UK, so the tax rate is never going to change. I need the product price to be displayed including the uk tax regardless of wether you are logged in or not, but I'd still like to enter the prices in in admin in net and have the site add it on rather than me calculate all the prices and set tax to zero.

to make things trickier, every product on the site is priced by attributes.

Any help would be really appreciated, as this is driving me round the twist!!!!

Try priority 1 ... does this correct the problem?

What are the Detail settings for the Zone Definition? Did you add the UK to it?

I've updated the priority to 1 and it's not made a difference.

in locations/taxes / countries i have deleted everything exept for united kingdom

in zones i have 1 entry, name United Kingdom, zone, United Kingdom, Country United Kingdon

in zone definitions i have 1 entry, nake United Kingdom, description UK tax zone, status is green.

in classes i have just Taxable goods, and a description

and lastly in rates i have taxable goods, zone United Kingdom, rate 15.000, a description and priority 1.

I need all prices on the site to be in retail, and all prices in admin to be net.

I have just tried creating a test product that does not price by attributes, and its not putting tax on that either.

Ive only added this test product and 1 other real product at the mo, really need this all sorted first, in case i have to change every thing so far to fix this.

I have now solved the problem, I'm not entirely sure how, mostly through poking at it until it worked... Sorry I'm no more helpful.

UK Tax, First of all although it will help UK customers enter their address you do not need to add counties to the database to get the tax to work.

Heres how to do it, and I am assuming here that you want to have VAT added for goods shipping to any EEC country.

Admin->Locations/Taxes->Zone Definitions

Click on insert.
Name of Zone EEC VAT Zone
Description EEC Countries Zone for VAT

Now click on the details button, or the folder Icon next to EEC VAT Zone

Click on Insert - Select United kingdom for the country - Click on insert
Click on Insert - Select Germany for the country - Click on insert
Click on Insert - Select France for the country - Click on insert
repeat this for all countries in the EEC

Now goto to Admin->Locations/Taxes->Tax Classes make sure that there is an entry called taxable goods. If not create one.

Now goto to Admin->Locations/Taxes->Tax Rates

Click on new tax rate

Tax Class Title should be - Taxable Goods
Zone should be - EEC VAT Zone
Tax Rate - 17.5
Description - VAT 17.5% or similar
priority can be left blank - Click on insert

Note the above assumes you have no zone definitions/tax rates already set up. If you do just delete them.

Now any goods that you wish to charge VAT on must have their tax class set to Taxable goods. You can do this on the product edit screen.

Finally, just to be safe. In Admin->Configuration->My Store make sure that the basis of product tax = shipping
